Sino-Russian Science and Technology Park in Changchun is founded in 2006. It is an international scientific and technological cooperation and innovation base which is set up by the Jilin Provincial Government and the Chinese Academy of Sciences, and cooperates with Russian Academy of Sciences Siberian Branch and Novosibirsk state of Russian federation.

In January 2007, Sino-Russian Science and Technology Park in Changchun joined up with Changchun Science and Technology Bureau, which registered Changchun Sino-Russian Science and Technology Park Limited Company. In May 2011, Jilin Provincial Science and Technology Department and Changchun National Hi-tech Industrial Development Zone injected capital and the company was reformed to Changchun Sino-Russian Science And Technology Park Co. Ltd (Sino-Russian Science and Technology Park in Changchun for short). And the registered capital is RMB 32 million Yuan.
　　　
Sino-Russian Science and Technology Park in Changchun specializes in providing consultation service of international scientific and technological cooperation, international technology transfer, the commercialization of research findings and incubating technology business.

With the support of the Ministry of Science and Technology, the Chinese Academy of Sciences, the Jilin Provincial Government and Changchun Municipal Government, we have built an innovation team mainly composed of colleges and universities, scientific research institutions and private enterprises. Combined with actual demand of the local industry, we integrate talents, technology, information, capital and diplomatic resources to incubate  high-tech enterprisesthrough marketing operations.

It has been awarded to State-level Technology Business Incubator, National Center for International Research, National Demonstration Unit of Foreign Intellect Introduction, Technology Business Incubator of Jilin Provincial, International Cooperation Base of Jilin Provincial and Technology Business Incubator of Changchun.
　　　
It is located in  Chaoqun Street 191, High-tech developmental zone, Changchun. And it covers an area of 100000 square meters, which is divided into A, B and C zones. First, zone A covers an area of 20000 square meters, which is technology business incubator area and a comprehensive service center. The floor area of complex incubator mansion is 10000 square meters, and there are 30 corporations that are being incubated. Besides, there are Changchun Cedar Electronics Technology CO., LTD and Jilin Province King Laser Technology CO., LTD. in the zone. And the overall floorage is 29000 square meters.Second, zone B covers an area of 53000 square meters, and the floor area is 41247 square meters, which is the part for the graduated enterprises, such as Changchun Sinobio Materials CO., LTD, Hipolyking Polymide Materials CO., LTD., and Jilin Province Liangda Medical Appratus and Instruments CO., LTD. Third, zone C covers an area of 30000 square meters, whose floor area is 30000 square meters. There are Changchun Cedar Electronics Technology CO., LTD and Changchun Zhongke Yinghua Special Materials Technology CO., LTD.

We have perfect supporting facilities, for example, canteen, conference center, training center, exhibition room, network and fitness center. Moreover, we provide financing service through cooperating with credit agency and venture partners.

We devote ourselves to science and technology cooperation between China and Russia and the industrialization of scientific and technological achievements, in order to build an international science and technology cooperation platform and high-tech enterprises incubator with high level, high standard and high influence.
1、State-level Technology Business Incubator
Ministry of Science and Technology of the People’s Republic of China approved Sino-Russian Science and Technology Park in Changchun to set up a state-level technology business incubator in December 2010. It has introduced and incubated 35 international cooperation projects and more than 80 enterprises. By the end of 2012, total value of out-put is about RMB 1.5 billion Yuan.

The incubator’s running mode:
Government’s push+ market operation+ high technology support from both China and Russia.

Primary mission:
Introduce intelligence and technology; Digestion, absorption and re-innovation; Integrate resources (technology, talents, funds, policy and information) and strengthen transfer and transformation of scientific and technologicala chievements, in order to improve and perfect the regional industry structure and technological innovation system.
We mainly provide the services from the following perspectives: international cooperation, policy, management, law, financing, market promotion, training, etc. On the basis of the state development planning, we aim at the advanced science and technology in the world and mainly focus on three areas: photoelectron and laser technology, new materials and advanced machinery manufacturing. In addition, we will work together with partner to realize co-prosperity via high-level science and technology cooperation, optimizing allocation of resources, increasing the spending on R&D and expanding the industrialization scale.

2、National Center for International Research
Ministry of Science and Technology of the People’s Republic of China and State Administration of Foreign Experts Affairs of the People’s Republic of China approved Sino-Russian Science and Technology Park in Changchun to set up National Center for International Research on December 19th, 2007.

3、National Demonstration Unit of Technology Transfer
Sino-Russian Science and Technology Park in Changchun was named “National Demonstration Unit of Technology Transfer” by Ministry of Science and Technology of the People’s Republic of China in June, 2011.

First, Sino-Russian Science and Technology Park in Changchun has set up seven joint laboratories or engineering technology centers in different fields. Second, we have set up Russia and some other CIS countries’ representative offices of scientific research institutions. Third, we manage to establish permanent technology market in China for The Republic of Belarus in order to promote the trade of technology, craft and science and technology. Fourth, we manage to establish the Permanent showroom for achievements of Siberian Branch of the Russian Academy of Science, which would be an exchange and cooperation platform.

4、Center for International Academic Exchanges And Visits
Sino-Russian Science and Technology Park in Changchun was named “National Demonstration Unit of Foreign Intellect Introduction” by State Administration of Foreign Experts Affairs of the People’s Republic of China in November, 2008.
Since 2006，we have signed more than 30 agreements on scientific and technological cooperation between China and Russia. In addition, we have organized 55 exchange visits, more than 300 people, among China and CIS countries especially Russia for entrepreneurs and scientists. Moreover, we have received N. L. Dobretsov, Vice President of the Russian academy of sciences and President of The Siberian branch; Nobel Laureate academician Zhores Ivanovich Alferov, vice president of the Russian academy of sciences; Delegation of Belarus national technology transfer center; National University of Ukraine and many other foreign research and development institutes. By the end of 2012, we have invited more than 120 foreign experts and engineering technicians to work in China.

Sino-Russian Science and Technology Park in Changchun is a Science and technology cooperation window among Jilin province, Russia and other CIS countries. On this basis, it further strengthens exchange and cooperation with Russia, The Republic of Belarus and Ukraine in the field of technology. In addition, we have established cooperative relationship with Heilongjiang Province, Inner Mongolia Autonomous Region, Yantai, Jinan, Guangzhou Province, Dandong, Changzhou, etc.
